Josh Rubin founded The CJR Group in 2003 after serving two years as vice-president of a Washington-based government relations firm.
Prior to his work in the private sector, Josh worked for Senator Mike DeWine and then-Governor George Voinovich. Josh served as campaign manager for Senator DeWine’s successful re-election campaign in 2000. From 1995 to 1999, Josh served as a legislative aide and directed the Senator’s Northeast Ohio office.
From 1991 to 1994, Josh served in the administration of Gov. Voinovich as a personal assistant to the Governor, and then as a member of the Governor’s legislative team.
Josh earned an M.B.A. from the Weatherhead School of Management at Case Western Reserve University, and a B.A. from the University of Colorado. He has also studied at the London School of Economics.

Laurel Dawson has more than 28 years of senior-level experience in the U.S. Senate and the Ohio Governor’s Office. She served as chief of staff to Senator Mike DeWine from 1995 to 2007. Laurel first began working for DeWine during his initial campaign for the House of Representatives in 1982, after which time she was appointed chief of staff of his House office, a position she held until 1990.
In 1991, Laurel joined the administration of Gov. George Voinovich, serving as director of cabinet affairs and head of the Governor’s executive team. She served in the Governor’s office until 1993, at which time she left to manage DeWine’s successful bid for the U.S. Senate. Laurel returned to DeWine’s office as chief of staff in 1995.
Laurel earned dual Bachelor of Arts degrees in International Studies and Political Science from Miami University in Oxford, Ohio and a Masters degree in Organizational Development from American University.
Laurel is a recently departed member of the Board of Trustees of Miami University in Ohio, where she chaired the Presidential Search Committee in 2006. She currently serves as president of the Board of Trustees of the Columbus Montessori Education Center and the Advisory Committee of the Early Care and Learning Fund. Laurel was also appointed to the Ohio Governor’s Commission on Education and the Economy in 2003.

Steven Abbott served as a Legislative Assistant for Congresswoman Stephanie Tubbs Jones (OH-11) prior to joining The CJR Group. He began his tenure with Congresswoman Tubbs Jones in the fall of 2004. His legislative portfolio included Agriculture, Education, Energy, Environment, Election Reform, NASA, Science, Small Business, and various Tax issues. During his time with the Congresswoman he also worked on a variety of issues with the Ways and Means Committee.
Steve graduated from Denison University with a B.A. in Economics. He also studied at American University completing a program focused on International Business and Trade.
